
All You Need to Know About the Dinaric Rally License

If you already hold a valid FIM Rally license, you’re good to go — no further reading needed!
What License Do We Require?
In accordance with FIM and Croatian FMN regulations for the Rally Raid discipline, all riders competing in the Dinaric Rally (EMN 34 / 381) must have a valid racing license issued by their national federation. This is not a FIM Rally license, but a license for national events, issued by your national motorcycle federation.

Important: In many countries, Enduro or Cross Country licenses also cover Rally Raid. We accept any type of national license, as long as you provide a valid start permission!

About the Start Permission
The start permission confirms your insurance is in line with Dinaric Rally regulations. It can be included within your license (usually on the back) or issued as a separate document.
You must present original documents or valid proof (copy, photo, etc.) before the race — during administrative and technical checks.
Some Riders Don’t Have a License and Can’t Get One!
In 2024, we announced that all riders participating in the Dinaric Rally 2025 would need a racing license and start permission. Here’s why:
- We aimed to launch a Rally Raid Championship, and FIM Europe rules require a valid license for participation.
- Licenses and start permissions were supposed to ensure proper insurance coverage and regulatory transparency.
- We thought it would simplify the registration process.
But here’s what actually happened:
1. Riders can’t get the license / start permission
Many riders from different countries were confused. They had participated in other rallies and enduro events across Europe and the world without any license, and were surprised that it was required at Dinaric. A typical question was: “I did Hellas Rally several times and they let me race without a license every time, even though Hellas is in the TT Rally Cup. So why can’t you let me race the Dinaric?“
In some cases, riders reported that it was either impossible to obtain the license or it was outrageously expensive. This is one example from the
One case (Australian Federation):
“Hi ——,
Please show this email to the race organizer.
As you are not an MA member holding an MA licence, we are not able to issue a Rider Release for you to compete overseas.
Additionally, Start Permissions are only issued with an FIM Licence, which you do not need for the event you are entering, so we are unable to issue this for you.
Good luck with your racing.“

In another case (Spain Federationa: Federación Vasca de Motociclismo | Euskal Motoziklismo Federakuntza):
“Hi Perica,
Sorry for the delay in my reply.
I have finally received an answer from the RFME Spanish federation.
I need to have an INTEROPEN LICENSE (starting permission).
– Interopen licence (starting permission) (1 event licence for a <10 day event: 380 euros)
But, to get the Interopen licence, they require a Spanish National racing licence.
– Spanish national annual licence (approx. 500–550 euros)
So this could cost me approx. 1000 euros just to race the Dinaric.“
Third case (USA Federation: American Motorcyclist Association):
“With the event NOT being inscribed on the International calendar, this rider will not have an FIM license or the insurance that comes with it.
AMA can provide a start permission/no objection letter (no insurance). Will this be accepted?

One of the most bizarre examples comes from the Bosnia and Herzegovina federation. The director of the Federation, despite having zero experience in organizing rally raid events — and despite the fact that we have already successfully held four rally raids in BiH — claims that the “conditions have not been met” for organizing such competitions. 🙂 But this is even more complex issue (leaning more toward egoism and autocracy than lack of alignment with FIM regulations), and we won’t go into that here.
As you can see, national federations seems to be “out of sync”. Some require complicated and expensive procedures, others simply won’t issue the license. We’re not pointing fingers or looking for someone to blame, but we refuse to be victims — and we won’t let our riders be, either!
2. “Other’s are doing it the same way” argument.
We hate this argument. We don’t like the fact that some already 20 years old Rallies are not asking the license / perissions and are letting riders start the race with no license. We hate even more that noone cares!
However, despite hearing countless times things like “the system isn’t harmonized”, “don’t rock the boat”, or “everyone else just lets some riders have a license and some don’t”, we have always believed — and still do — that full legal compliance is the only correct way forward.
From day one, we’ve insisted that all riders must have the appropriate licenses, and this year, we did everything in our power to make that happen. But we’ve hit a wall — a point where the issues are beyond our control to fix.
We still want to follow the rules 100%. These rules are, after all, perfectly logical and expected. So if you can — we kindly ask and expect you to obtain the appropriate racing license and start permission from your federation.
However, we will not punish or turn away riders who, for legitimate reasons — as shown in the examples above — are unable to obtain a license or start permission due to complications with their national federations!!!
So What Now?
It’s simple.
If you can get a license and insurance through your national federation — great. Go for it.
But if you can’t — you’re still welcome to race the Dinaric. Please contact us for the details!
